Took apart an old pexto tinner's shear that wouldn't cut. Chucked the blade in a post vise and draw filed the edge with a new 4" mill file. Took about an hour of careful work to maintain the angle and curve and get a sharp edge. That was 12 years ago and she still cuts with no burr.
I wouldn't use power wheels. Takes off too much too fast with too much heat. Remember, you can't replace what you took off.
