Just need to come up with a small, not high-speed, lightweight drill...hmm...
Try a Dremel tool or Foredom power carving tools.

ive done this recently on a s/s backsplash. i used a 2''circular stainless steel wire wheel, mounted into the drill press, then using a guide mounted to the bed of the drill press so i could get the circles in a perfect straight line i brought the chuck down and held it for about 2 seconds moved the sheet over 1.5'' then did the next swirl, very time consuming.

Hi Leadhead. Here is my 2 cents worth. Using your CNC machine. You could attach a cordless drill (or a VSR drill that can be adjusted speed wise) and use a foam sanding pad like those used on a dual action sander that the body shops use. It would get you consistant pressure across the face and you could vary the pattern with different size and grit choices. Again, my 2 cents.
